Tale of two cities

In the beginning of the book Dickens sets up some background to the story, he lays out the setting by letting his readers know that the story will be taking place in England and France in 1775. He starts to talk about how England at the time was going through some trouble with all the outbreaks of robbery and mischief making England not so safe to be in. There was no help from the Law enforcement officers. France at the time had a lot of violence issues that were not being dealt with.
